Policies & Regulations
The Regulations of the People's Republic of China on the Registration and Administration of Overseas Manufacturers of Imported Food (Order No. 248 of the GACC) and the Measures of the People's Republic of China for the Administration of Import and Export Food Safety (Order No. 249 of the GACC) officially came into effect on January 1, 2022. The Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Dairy Products was repealed at the same time, but some related requirements for the inspection and quarantine of imported dairy products continue to be effective.
Notice on Inspection & Quarantine Requirements of Imported Dairy
On December 23, 2021, the GACC issued the Announcement on Clarifying the Related Requirements for Inspection and Quarantine of Imported Dairy Products, which stipulates that "for dairy products that are not imported for the first time, a copy of the test report for first-time import and the test report for the items required by the GACC shall be provided." The test items for non-first-time imported dairy products are shown.

On March 6, the General Administration of Customs (GACC) issued the Announcement on Inspection and Quarantine Requirements for Imported Mongolia Dairy Products (GACC Announcement No. 23 of 2022), allowing the import of Mongolia dairy products that meet the relevant requirements from the date of the announcement, which also announced the relevant inspection and quarantine requirements.

On July 28, 2022, NHC together with SAMR issued Announcement No. 3 of 2022, publishing 36 national food safety standards and 3 amendments. On July 28, 2022, the National Health Commission issued 36 national food safety standards including the National Food Safety Standard Beverages (GB 7101-2022) and the National Food Safety Standard Concentrated Dairy Products (GB 13102-2022), which will be implemented on December 30, 2022.
