Recently, the National Health Commission and the State Administration for Market Regulation jointly issued the Amended Document No. 1 of the National Food Safety Standard Sterilized Milk, which will be officially implemented from September 16, 2025.
This revision does not involve the safety indicator of sterilized milk, and the main change is to clarify that the production of sterilized milk can only use raw milk as raw material, and reconstituted milk is no longer allowed to be used (reconstituted milk, also known as "reduced milk", refers to the milk obtained after mixing dry dairy products with water in proportion, which is generally said to be the milk reconstituted from milk powder and water); Milk produced from reconstituted milk should not be marked "pure cow (sheep) milk", and will be managed as modified milk. In the standard text, it is reflected in three aspects: First, in the relevant definition of sterilized milk, deleted "adding or not adding reconstituted milk", and retained "raw bovine (ovine) milk as raw material". Secondly, deleted the expression of "milk powder" in the raw material requirements. Thirdly, deleted related content of product package identification after the use of reconstituted milk.
This revision has two main impacts. From the perspective of dairy farmers, the use of reconstituted milk is not allowed in sterilized milk, increasing the demand for raw milk from dairy enterprises, which is conducive to promoting the development of the domestic dairy farming industry, enhancing the production enthusiasm of dairy farmers and their income. From the perspective of manufacturers, fresh raw milk is rich in various active nutritional substances. Products processed directly from fresh raw milk have better taste and flavor than those processed from reconstituted milk. Currently, most domestic enterprises no longer use reconstituted milk to produce sterilized milk. After the implementation of the new standard, all sterilized milk will be processed directly from fresh raw milk, and the quality of dairy products will also be further improved, which is of great significance for promoting the high-quality development of the entire dairy industry chain.
