In order to further standardize the filing management of importers and exporters of imported food, optimize the filing procedures and ensure the safety of imported food, the General Administration of China Customs studied and drafted the Announcement on Matters Related to the Filing of Importers and Exporters of Imported Food (Draft for Comments) (hereinafter referred to as the Draft). The feedback period is January 20 to 27, 2025. The relevant information is as follows:
(1) Simplify filing materials. Enterprises only need to fill in the "Food Importer Filing Information Form" when handling the filing of food importers, cancel 3 filing materials; The filing contents of food importers will be simplified from 20 to 16 items, and enterprises only need to fill in basic information such as enterprise name, unified social credit code, address, contact person and legal representative; The filing contents of overseas exporters or agents of imported food are reduced from 20 to at least 10 items, and enterprises only need to fill in enterprise name, address, country (region), contact person and contact information.
(2) Compress the filing time. The Customs processing time for the filing of importers and exporters of imported food is unified to 3 working days, improving the efficiency of filing and the predictability of government services.
(3) Streamline the filing process. Relying on the application of the unified management subsystem of Customs administrative counterpart (version 3.0), the basic filing information of enterprises is collected at one time to avoid repeated entry by enterprises; Support enterprises to apply for the filing of food importers when handling the filing of customs declaration units, and support enterprises to "file multiple matters at one time".
(4) Optimize the filing management. In accordance with the Measures of the People's Republic of China for the Administration of Import and Export Food Safety, strengthen the main responsibility of enterprises, clarify the relevant requirements for importers and exporters of import food to handle the change of filing, and at the same time stipulate that when food importers are subject to cancellation, withdrawal of registration or revocation of business licenses by market supervision departments, or when they are dissolved, declared bankrupt or otherwise legally terminated, the Customs may proactively cancel the filing of food importers and establish an exit mechanism.
