On August 12, the Chinese government extended current tariff rates on U.S. goods for 90 days, continuing the suspension of 24-percent additional tariffs while retaining a 10-percent tariff.
General Information
On August 12, 2025, the Ministry of Finance published a State Council Tariff Commission (SCTC) announcement (in Chinese) adjusting the additional tariff measures established on April 4, 2025 (SCTC Announcement No. 4 of 2025). The adjustments extend the suspension of the 24 percent additional tariffs on U.S. products for another 90 days, effective August 12, 2025, at 12:01 PM, while maintaining the 10-percent additional ad valorem tariff rate, keeping tariff rates unchanged from May 12 to August 11, 2025.
The Ministry of Commerce published (in Chinese) a Joint Statement from the China-U.S. Stockholm Economic and Trade Talks on August 12, announcing that China will take or maintain necessary actions to suspend or eliminate non-tariff measures against the United States, based on the consensus reached in Geneva in May 2025. The White House also released the joint statement.
On April 4, 2025, the SCTC announced 34-percent retaliatory tariffs on all U.S. goods, effective April 10, 2025, at 12:01 PM (CH2025-0073). Following trade negotiations in Geneva, China and the United States issued a joint statement on May 12, 2025, suspending 24 percent of the additional tariffs for 90 days starting May 14, 2025, while retaining the remaining 10 percent (CH2025-0111).
In March 2025, the SCTC imposed 10-15 percent retaliatory tariffs on 740 U.S. agricultural commodities in response to U.S. tariffs on Chinese exports, following China’s failure to curb the flow of fentanyl precursor chemicals to the United States (CH2025-0044). Currently, certain U.S. agricultural products are also subject to Section 301 retaliatory tariffs, which importers can request to exclude until October 30, 2025, and Section 232 retaliatory tariffs. To implement the consensus reached during the China-US economic and trade talks, and in accordance with the Tariff Law of the People's Republic of China, the Customs Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, and other laws and regulations, as well as basic principles of international law, and with the approval of the State Council, effective at 12:01 PM on August 12, 2025, the additional tariff measures set forth in the "Announcement of the State Council Tariff Commission on Additional Tariffs on Commodities Imported from the United States" (SCTC Announcement No. 4 of 2025) will be adjusted. The 24 percent additional tariff rate on commodities imported from the United States will continue to be suspended for 90 days, while the 10 percent additional tariff rate will remain.
