In order to further optimize the filing of importers and exporters of imported food and promote the construction of "Smart Customs", the GACC activated the "Unified Management Subsystem of Customs Administrative Counterparts (Version 3.0)" filing management function of importers and exporters of imported food. The relevant matters are announced as follows:

I. Overseas exporters or agents of imported food, food importers can submit an application for the filing to the Customs through the international trade "single window" or "Internet + Customs". Food importers can also submit a paper Consignee Filing Application Form and relevant materials to the Customs of their place of residence to apply for filing.

II. After the overseas exporters or agents of imported food passed the filing, the Customs will issue 18-digit unified code to handle customs clearance. After food importers passed the filing, the unified social credit code is used for customs clearance business.

III. Before the date of implementation of this announcement, the Customs will actively issue 18-digit unified code for filed overseas exporters or agents of imported food, the original enterprise filing number should be discontinued; Food importers filed with the Customs should use the unified social credit code, and the original enterprise filing number should be discontinued.

IV. When importing food, food importers should declare to the Customs the Customs Declaration for Import Goods of the People's Republic of China as the "domestic consignee", and when filling in the declaration item of "enterprise qualification", the column of "Enterprise Qualification Number" of "508-Filing of Overseas Exporters and Agents of Imported Food" should be filled in the 18-digit unified code, and the column of "Enterprise Qualification Number" of "509-Filing of Importers of Imported Food" should be filled in the unified social credit code of the food importer.

V. The filing information of overseas exporters or agents of imported food and food importers can be queried through the column of "Specific Qualification Administrative Relatives Directory" of the "Enterprises Import and Export Credit Information Publicity Platform of China Customs".

This announcement will take effect as of September 5, 2024.
