On March 3, 2025, the U.S. government announced that, on the pretext of fentanyl, it would further impose an additional 10% tariff on all Chinese commodities exported to the U.S.. The U.S. practice of unilaterally imposing tariffs undermines the multilateral trading system, increases the burden on U.S. businesses and consumers, and damages the foundation of economic and trade cooperation between China and the U.S.
In accordance with laws and regulations such as the Tariff Law of the People's Republic of China, the Customs Law of the People's Republic of China and the Foreign Trade Law of the People's Republic of China, as well as the basic principles of international laws, with the approval of the State Council, starting from March 10, 2025, additional tariffs will be imposed on some imported commodities originating from the U.S. The relevant matters are as follows:
I. An additional 15% tariff will be imposed on chicken, wheat, corn and cotton.
II. An additional 10% tariff will be imposed on sorghum, soybeans, pork, beef, aquatic products, fruits, vegetables and dairy products.
III. For the imported commodities listed in the Annexes originating from the U.S., corresponding additional tariffs will be imposed on the basis of the current applicable tariff rates. The current bonded, duty-free and tax-reduction policies remain unchanged, and the additional tariffs imposed this time will not be exempted.
IV. For goods that have been shipped from the place of departure before March 10, 2025, and are imported between March 10, 2025, and April 12, 2025, the additional tariffs specified in this announcement will not be imposed.
