Road transport operators engaged in the bulk transportation of key liquid foods shall have dedicated transport containers, operation personnel and management systems that meet the requirements for ensuring food safety, and obtain the transportation permit issued by the food safety supervision department of the local people's government at or above the county level in accordance with laws."

"For the bulk transportation of key liquid foods by road, the consignor shall verify the transportation permit of the road transport operator carrying the goods and check whether the transportation containers meet the requirements for ensuring food safety; The consignee shall verify the transportation permit and transportation record of the road transport operator carrying the goods, and check whether the lead seal of the transport container is intact; The road transport operator carrying the goods shall spray food-specific logo at prominent positions on the transport containers, use the transport containers in accordance with relevant national regulations and clean them in a timely manner. It is strictly prohibited to load and transport any substances other than food."

"No unit or individual may forge, alter or use forged or altered records of road bulk transportation of key liquid foods, cleaning vouchers for transportation containers and other documents."

"The specific management regulations for the road bulk transportation of key liquid foods shall be formulated by the food safety supervision and administration department of the State Council in conjunction with the relevant departments of the State Council. The catalogue of key liquid foods shall be formulated and adjusted by the food safety supervision and administration department of the State Council in conjunction with relevant departments of the State Council, and shall be published after being approved by the State Council."

II. Add "liquid infant formula milk" after "infant and young children formula milk powder" in Article 81, 82 and 124.

III. Article 132 shall be supplemented with three paragraphs, to be inserted as the second to fourth paragraphs: "Where a road transport operator fails to transport key liquid foods in bulk as required in violation of the provisions of this Law, penalties shall be imposed in accordance with the provisions of the preceding paragraph; In serious cases, in addition to revoking the license, a fine of not less than 50,000 Yuan but not more than 500,000 Yuan shall also be imposed."

"Where any person violates the provisions of this Law by engaging in the road bulk transportation of key liquid foods without obtaining a transportation permit, the food safety supervision and administration department of the People's government at or above the county level shall order the person to stop the operation of road bulk transportation of key liquid foods, confiscate the illegal gains, and impose a fine of not less than 50,000 Yuan but not more than 500,000 Yuan."

"Where any person violates the provisions of this Law by forging, altering or using forged or altered records of road bulk transportation of key liquid foods, cleaning vouchers of transportation containers and other documents, or fails to fulfill the relevant inspection and verification obligations of road bulk transportation of key liquid foods, the food safety supervision and administration department of the People's government at or above the county level and other relevant departments shall, in accordance with their respective duties, order the person to make corrections and give a warning; Those who refuse to make corrections shall be fined not less than 10,000 Yuan but not more than 100,000 Yuan."

This decision shall come into effect as of December 1, 2025.

The Food Safety Law of the People's Republic of China shall be modified accordingly in accordance with this decision and republished.
