On May 6, 2023, the NHC released a letter of soliciting opinions on the National Food Safety Standard Milk Powder and Modified Milk Powder (draft for comments), requiring the relevant units to give feedback before June 30, 2023. This is the second time the standard has been solicited opinions since April 8, 2020. Antion compared the draft with the current version, and analyzed and interpreted its major changes and impacts as follows:

1. Modified the standard name

Compared with the current version, the draft modified the standard name from the National Food Safety Standard Milk Powder to the National Food Safety Standard Milk Powder and Modified Milk Powder.

2. Newly added special milk powder such as yak milk powder, camel milk powder, donkey milk powder and horse milk powder

At present, the characteristic dairy animal milk powder industry develops rapidly and becomes an important part of the dairy industry. However, due to the lack of corresponding implementation standards, the industry development is restricted to some extent. On the basis of adding the "characteristic dairy animal milk" in the revision of this standard, newly added yak milk powder, camel milk powder, donkey milk powder, horse milk powder and other characteristic dairy animal milk powder and modified dairy animal milk powder in the Draft, which will be conducive to the further development of the industry, especially the imported characteristic dairy animal milk powder will have clear implementation standards.

3. Made clear the raw materials for milk powder and modified milk powder

In order to prevent adulteration of products, the description of "single variety" is added before "raw milk" in the definition of milk powder and modified milk powder.

4. Modified the requirements for some physical and chemical indicators

The requirements for color of milk powder are revised, and the requirements for physical and chemical indicators of yak milk powder, modified yak milk powder, camel milk powder, etc. are made respectively.

5. Modified the description of microbial limit

As the category of dairy products has been included in the latest version of GB 29921, the standard no longer requires the limits of Staphylococcus aureus, Salmonella and other pathogenic bacteria, but "the limit of pathogenic bacteria shall comply with the provisions of GB 29921". The requirement of "if live bacteria are added, the number of live bacteria in the product shall be 106 CFU/g" is added in the note of total plate count.

6. Made clear the labeling requirements for milk powder and modified milk powder

Milk powder or modified milk powder should be indicated on product package to clarify the true nature of milk powder. Cow milk powder may be marked as "milk powder". Milk powder from other dairy animals should be marked with the breed of dairy animal, such as "sheep milk powder". Meanwhile, modified cow milk powder may be marked as "modified milk powder". Modified milk powder with other dairy animals as the main source should be marked with the breed of dairy animal, such as modified sheep milk powder.

In summary, the revision of the National Food Safety Standard Milk Powder and Modified Milk Powder (draft for comments) makes up for the lack of standards for characteristic dairy animal milk powder, is conducive to the development of the characteristic dairy animal milk powder industry, avoids the possibility of adulteration of milk powder, and standardizes the labeling of milk powder, so that consumers can consume at ease and the consumer confidence of the milk powder industry is improved.
