In order to better understand the changes between the old and new standard, Antion compared the 2025 version with GB 28050-2011 National Food Safety Standard General Rules for the Nutrition Labeling of Prepackaged Foods (hereinafter referred to as the "2011 version"), analyzed and interpreted its main changes and impacts for reference.
PART.1 Expanded the scope of application
The 2025 version newly added nutrition labels for prepackaged foods sold by metrology and prepackaged foods directly provided to consumers, and clearly stated that nutrition labels for prepackaged foods and food storage and transportation packages that are not directly provided to consumers should be marked in accordance with this standard. This requirement can effectively solve the problem that enterprises do not know how to mark or mark confusing nutrition labels for prepackaged foods sold by metrology, prepackaged foods not directly provided to consumers and storage and transportation packages, improving the transparency and information consistency of the entire food supply chain.
PART.2 Newly added multiple definitions such as reference value of serving size
The 2025 version refers to GB/Z 21922 Fundamental Terminology and Definition of Nutritional Component in Foods, newly adding the definitions of energy, protein, fat and fatty acids, carbohydrates and sugars. In addition, the definition of reference value of serving size was added, and the reference values of serving size (as edible parts) for 18 categories of prepackaged foods were supplemented. This move gradually guides enterprises and the market to standardize the use of the expression of "serving", providing enterprises with more flexible labeling methods.
PART.3 The mandatory labeling content in the nutrition information was adjusted from "1+4" to "1+6", and the prompt of "salt, oil and sugar" is mandatorily required
The mandatory labeling in the nutrition information added saturated fat (or saturated fatty acids) and sugar. At the same time, newly added the prompt of "salt, oil and sugar", requiring that prepackaged foods should be marked "children and adolescents should avoid excessive intake of salt, oil and sugar" at the bottom of the nutrition information, which may be at a position to the left, center or right below the nutrition information, with or without a frame.
PART.4 Refined the labeling and expression of nutritional components
Newly added four nutritional components—n-3 polyunsaturated fatty (acid), α-linolenic acid, EPA and DHA in Table 1 "Name and Order, Expression Unit, Rounding Interval and '0' Threshold Values of Energy and Nutritional Components", advanced the labeling order of calcium, modified the rounding interval of niacin, and adjusted the "0" threshold values for vitamin A, vitamin E, vitamin B12, zinc, magnesium and niacin. The allowable error for vitamin A and vitamin D was adjusted to be the same as for other vitamins, and the upper limit is no longer set.
PART.5 Modified the scope of exemptions from labeling
Expanded the scope of application to "grain", "a single raw material dry product through simple physical treatment without other ingredients added", etc., modified the maximum surface area from "≤20cm2^" to "≤40cm2^", and deleted the related requirements for total surface area.
PART.6 Revised nutrient reference value (NRV)
The 2025 version revised the NRV with reference to the latest Reference Intake of Dietary Nutrients for Chinese Residents, including deleting the NRV of cholesterol in Appendix A "Nutrient Reference Value" and revising the NRVs of vitamin D, biotin, choline, zinc, iodine, selenium, copper, etc.
PART.7 Adjusted nutrition claim and function claim
In terms of function claim, the standard terms of function claims of various nutrients were adjusted, and the terms of function claims of α-linolenic acid, sugar, vitamin K, biotin, choline, phosphorus, potassium and selenium were newly added.
This revision makes the relevant requirements of nutrition labeling more detailed and standardized, and promotes the "three reduction and three health" healthy lifestyle by adjusting the labeling and expression of nutritional components, and helps the implementation of the Healthy China Action (2019-2030). The standard will be implemented from March 16, 2027.
