Conditional Resumption of Import of Aquatic Products from Japan

On the premise of continuously carrying out long-term international monitoring of the discharge of nuclear-contaminated water from Fukushima, Japan, into the sea and independent sampling monitoring by China, with no abnormalities found in the results, and with the Japanese government promising to ensure the quality and safety of aquatic products exported to China, in accordance with China's food safety laws and regulations and the relevant principles of the Agreement on the Implementation of Sanitary and Phytosanitary Measures by the World Trade Organization, in order to safeguard the legitimate rights and interests of consumers, China has decided to conditionally resume the import of aquatic products (including edible aquatic animals, the same below) from some areas of Japan. The specific matters are announced as follows:

I. With immediate effect, the import of some aquatic products from Japan will be resumed, excluding those from 10 prefectures and cities including Fukushima Prefecture, Gunma Prefecture, Tochigi Prefecture, Ibaraki Prefecture, Miyagi Prefecture, Niigata Prefecture, Nagano Prefecture, Saitama Prefecture, Tokyo Metropolis and Chiba Prefecture.

II. Japanese enterprises exporting aquatic products to China shall comply with relevant regulations of China such as the registration administration of overseas production enterprises of imported food. The aquatic product manufacturers whose imports have been suspended shall re-apply for registration in China, and only the aquatic products produced since the date of registration can be exported to China; For edible aquatic animals, their breeding and packaging enterprises shall also re-apply for registration in China, and can only carry out trade of exporting to China starting from the date of completing the registration.

III. When applying for the import of Japanese aquatic products, the health certificate, the certificate of qualified radioactive substances test and the certificate of production area issued by the Japanese authorities shall be submitted.

IV. The customs will strictly supervise the aquatic products imported from Japan to China. Once it is found that they do not comply with relevant Chinese laws, regulations and food safety standards, or the Japanese side fails to effectively fulfill its official supervision responsibilities, control measures will be taken in a timely manner to effectively protect the health and safety of the Chinese people.

The GACC Announcement No. 103 of 2023 is hereby repealed.
