A: According to the List of Animals and their Products Prohibited from Importing from Countries and Regions where Animal Epidemics are Endemic issued by the Department of Animal and Plant Quarantine of the General Administration of China Customs, cattle and related products are defined as: "cattle and cattle products excluding cow skin, milk and milk products, bovine semen, bovine embryos, protein-free oils and fats and their products, bone-made calcium hydrogen phosphate (not containing protein or oils and fats), industrial gelatin and collagen processed exclusively from leather or skin, photographic gelatin, feed and products of non-ruminant origin (except whose use is prohibited in the exporting countries or regions), and bovine blood products (which have not been received by the donor cow prior to collection injection of compressed air and gas into the cranial cavity or spinal cord puncture)." The Customs implements quality and safety risk monitoring of cross-border e-commerce retail imports, and implements necessary quarantine in accordance laws and regulations before the sale of commodities. According to Article 12 of the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine, "the owner of the goods or his agent shall, before or at the time of entry of animals and plants, animal and plant products and other quarantine substances, hold the quarantine certificate of the exporting countries or regions, trade contracts and other documents, and report to the animal and plant quarantine authorities at the port of entry for quarantine."
