So far, nearly 100 milk powder brands have passed the second time formula registration. Among them, 68 formula products from 25 milk powder brands were cleared on November 30 alone.

Nearly 100 brands have obtained "permit"

It has been found that 274 products from 96 brands have obtained the “permit” for the secondary formula registration since the State Administration for Market Regulation announced the first batch of registration lists in March this year. Specifically, the products passing the secondary formula registration at present are from domestic large dairy enterprises, including Feihe, Junlebao and Beingmate; from many foreign dairy enterprises, including Mead Johnson, Nestle, Wyeth and Danone. They are also from some small dairy enterprises. Among them, most enterprises passing the secondary formula registration are the domestic large dairy enterprises.

Compared with the first formula registration, the approval process of the secondary registration is faster, which indicates that the approval process of the State Administration for Market Regulation is more smooth.

Large and small dairy enterprises have different attitudes

At present, most large milk powder enterprises at home and abroad said that they are accelerating the secondary registration application of formula according to the requirements of the State Administration for Market Regulation, and the new formula has been adjusted according to the requirements of the new national standards. However, the cost of the secondary formula registration for a single brand is about 10 million Yuan now, which may prompt some small milk powder enterprises with weak comprehensive strength to withdraw from the market. In fact, some milk powder distributors said that many small and medium-sized milk powder enterprises are making preparations for both production of infant formula and adult milk powder at the same time. If the secondary formula registration passes smoothly, they will increase the production of infant formula, and if they fail, they will switch to producing only adult milk powder.

The milk powder industry accelerated consolidation

Under the background of the new national standards of milk powder, the infant formula industry will accelerate consolidation, and the industry concentration will become higher.

In March last year, the National Health Commission issued the Infant Formula (GB 10765-2021), Older Infant Formula (GB 10766-2021) and Young Children Formula (GB 10767-2021), which are the new national standards for milk powder. The minimum and maximum limits of nutrients in infant and young children formula milk powder were revised and supplemented, and milk powder enterprises applying for the secondary formula registration should meet the requirements of the new national standards. The transition period of the new national standards for milk powder is two years, that is, to March 2023, the new national standards for milk powder will be officially implemented.

After the end of the transition period, the production of milk powder products that fail to pass the secondary formula registration will be stopped. Therefore, in the last three months, many enterprises are stepping up production, especially for the products of overseas factories.
