China Allows Import of Dairy Products from Austria

On March 6, 2024, the GACC issued a notification allowing the import of dairy products from Austria that meet Chinese inspection and quarantine requirements. The notification took effect immediately.

Covered products

This notification covers Austria-originated products processed mainly from cow milk, goat milk, and sheep milk and subjected to appropriate heat treatment, including pasteurized milk, sterilized milk, modified milk, fermented milk, cheese and processed cheese, cream, anhydrous cream, condensed milk, milk powder, whey powder, whey protein powder, colostrum powder, casein, milk mineral salt, milk-based infant formula and its premixes (or base powder), etc.

Notably, according to Advantage Austria, the Austrian official trade promotion organization, among all the products mentioned above, sheep and goat milk, as well as their products, are newly included.

Qualified enterprises

Austrian enterprises that intend to export dairy products to China must be authorized or registered with the Austrian authorities. Additionally, they must register with GACC in accordance with China's Food Safety Law and GACC Decree 248.

Quarantine requirements

Raw dairy products, pasteurized milk, and modified milk produced and processed by pasteurization must obtain a quarantine license in advance through application.

Required certificates

All dairy products exported to China must be accompanied by a veterinary health export certificate issued by the Austrian authorities.

If an Austrian dairy product contains raw materials from another country or region, it is required to have documents proving that the origin country/region of the raw materials can be exported to China.

Packaging and labeling

Dairy products exported to China must be packaged with new materials that comply with Chinese standards. The outer packaging must be labeled in both Chinese and English with the following information:

l Place of origin (specific to state/province/city)

l Destination

l Product name

l Weight

l Manufacturer name

l Registration number

l Production batch number

l Storage conditions

l Production date

l Shelf life

The label should display the following information:

l Country of origin

l Product name

l Enterprise registration number

l Enterprise name, address and contact information

l Production date and shelf life

l Production batch number

Storage and transportation

Dairy products exported to China must be packaged, stored, and transported under hygienic conditions to prevent contamination by toxic and harmful substancesAfter the goods are loaded into the container, the container must be sealed and the seal number must be indicated in the veterinary health export certificate. Packaging must not be opened or replaced during the transportation.
