China is the largest meat manufacturer and consumer in the world, and imported frozen meat is a beneficial supplement to China's meat supply. Then how to apply for imported frozen meat products?
Application customs code of imported frozen meat products
The common categories of imported frozen meat products mainly include beef, pork, mutton and poultry, and the main customs codes are:
l Frozen beef: 0202.1000 frozen whole beef and half of beef, 0202.2000 frozen bone-in beef, 0202.3000 frozen boneless beef.
l Frozen pork: 0203.2110 frozen whole and half of suckling pig, 0203.2190 other frozen whole and half of pork, 0203.2200 frozen bone-in forelegs, hind legs and their pieces of meat, 0203.2900 other frozen pork.
l Frozen mutton or goat meat: 0204.3000 frozen whole and half of lamb, 0204.4100 frozen whole and half of mutton, 0204.4200 frozen bone-in mutton, 0204.43000 frozen boneless mutton, 0204.5000 frozen goat meat.
l Frozen poultry: 0207.1200 frozen whole chicken, 0207.1411 frozen bone-in chicken pieces, 0207.1419 frozen boneless chicken pieces, 02071421 frozen chicken wings (excluding wing tips), 0207.1422 frozen chicken feet, 0207.1429 other frozen chicken chop suey, 0207.2500 frozen whole turkey, 0207.2700 frozen turkey pieces and chop suey.
Application elements of imported frozen meat products
1. Record number of importer and exporter
The overseas exporter or agent of imported meat products should make a record with the General Administration of China Customs, and the domestic importer should make a record with the customs of the place of domicile. Only importers who have made a record can handle the import for meat products. During the application, the record number of the importer and exporter should be truthfully filled in under the item of "Enterprise Qualification".
2. Chinese registration number of overseas manufacturer
For food exported to China starting from January 1, 2022, the Chinese registration number of the enterprise should be filled in the certificate column (license class code 519) of "Registration of overseas manufacturer of imported Food" under "Product Qualification" in the customs declaration form. In the customs declaration of imported food for the implementation of the declaration item of the 2020 version, the "overseas manufacturer of imported food" should be selected in the "Other enterprise category" column under "Other enterprise", and the Chinese registration number of the enterprise should be filled in the "number or enterprise name" column. If the declaration is not completed as required, the Customs will not accept the declaration.
3. Quarantine Permit for Entry Animals and Plants
The customs implement a quarantine examination and approval system for imported meat products. Before signing a foreign trade contract or an agreement, the consignee of imported meat products should apply to the customs for the examination and approval of quarantine of entry animals and plants. For meat products that meet import requirements, the customs will issue the Quarantine Permit of the People's Republic of China for Entry Animals and Plants. In the import application, the obtained quarantine permit number of entry animals and plants, the serial number and the quantity of the written off goods should be filled in the column of "Quarantine Permit for Entry Animals and Plants" (permit category code 325) under the item of “Product Qualification” in the customs declaration form.
4. Automatic Import License
Automatic import license refers to the license granting import to the goods subject to automatic import license management authorized by the Ministry of Commerce according to laws. Among the imported meat products, the products subject to automatic import license management mainly include beef, mutton, pork and by-products, whose supervision certificate code is "7", and the corresponding supervision requirements can be queried through the customs code. For example, 0202.2000 frozen bone-in beef, 0203.2190 other frozen whole and half of pork, 0204.4200 frozen bone-in mutton all need to apply for Automatic Import License. When applying, the corresponding supervision certificate code “7” should be filled in the code column of “Attached Documents” in the customs declaration form, and the number of Automatic Import License should be filled in the number column.
5. Standardize application elements
In accordance with the requirements of the Norms of the Customs of the People’s Republic of China for Filling in the Declaration Form of Import and Export Goods and the corresponding application catalogue, when applying for imported meat products, the application elements should be filled in the column of "Specification" according to the product type and corresponding code specifications, including classification elements, price elements and other elements.
For imported frozen beef products whose commodity code ranges from 0202.1000 to 0202.3000, the following classification elements should be filled in: product name; method of producing or preservation (freezing); processing method (whole head, half head; bone-in, boneless). The following price elements should be filled in: beef parts (such as eye meat and tendon meat); package specification; product name in English; brand (name in Chinese or foreign language); factory number; grade (such as Grade A and Grade B); feeding mode (such as grass-fed and grain-fed); date of signing; degree of processing (such as thickness and finishing), etc.
